Vintage board game in original box with approx. 100 green chips, Director's Manual (12 pp.), two Control and Messenger's Manuals (5 pp. each), a number of blank Trade Agreement forms, single Trade Agreement Earnings Form, five Nation Folders with instructions (shields), 25 pin-back buttons (five for each of five nations), five Nation Top Secret pies with blank sleeves. May be missing one Trade Agreement Earnings Form as well as other pieces not named here. Good condition overall with some red underlining and notes to manual and forms, box sunned with age. Age: junior high and up.

An unusual 1970s board game designed to allow players to model various aspects of international relations including trade agreements and nuclear war. According to its booklet: "Part of the arms race aspect of 'Guns or Butter' was inspired by 'Resources and Arms,' a two-person game designed by [influential sociologist] Amitai Etzioni of Columbia University for the Sociological Resources for the Social Studies Project."
